Quantum computing: a lever for Europe's sovereignty and strategic independence

Quantum computing is a major strategic issue of technological sovereignty for France and Europe. Since 2021, France has been investing massively in this field, with more than €550 million from France 2030 allocated to research, training and industrialisation, supporting 80 projects and creating 20 start-ups. These initiatives, led by institutions such as GENCI and the CEA, are integrating quantum computers into research infrastructures and launching initiatives such as the Maisons du Quantique to prepare researchers and industry for this revolution.

Faced with competition from the United States and China, Europe must develop its own quantum technologies to guarantee its independence. The European strategy must aim to position Europe as a world leader, focusing on codesign to optimise performance and meet the specific needs of European applications. Quantum computing is an essential lever for maintaining sovereignty and strategic autonomy in the global digital transformation.

Biography: LLoïc le LOARER is a microelectronics engineer who first worked in video and then in supercomputers. This eventually led him to design and build data centres. Since 2021, he has focused on quantum technologies and in particular the potential of quantum computing. He has been Coordinator of the National Quantum Strategy at the SGPI since September 2024.
